Reconcile M-Pesa, issue keypad tokens, review GSM telemetry and keep water supply safe. Physical outputs stay fail-closed until the registered controller acknowledges a signed command.
A customer payment must be confirmed by the existing M-Pesa callback. The backend creates one single-use credit entitlement, then queues notices to the registered customer and meter GSM number. A controller must acknowledge the exact token before server credit is finalised.

Audit requirements
Every change needs a trace
Staff creation, meter setup, tariff changes, payment matching, token issuance, command delivery and device acknowledgement must retain actor, time and reason. Raw passwords, M-Pesa secrets and device credentials are never included in the report.
